1) Are the Rebel Alliance and the Galactic Alliance the same?
Hell no, they are complete opposites, the Rebel Alliance is a interstellar force formed in direct military opposition to the Galactic Empire. The Galactic Empire is a tyrannical, galaxy-spanning regime established by the series’ lead villain, Palpatine, to replace the Galactic Republic.
2) Why did Han resign from his position as Rebel Alliance General?

When the Rebel Alliance re-established the Old Galactic Republic after the downfall of the Galactic Empire, it became known as the New Republic, just as the original Galactic Republic had become known as the Old Republic by that time.

1.The war was, at its most basic level, simply a revolt against the authoritarian regime of the Galactic Empire ruled by Emperor Palpatine, who, unknown to the vast majority of the population of the Star Wars galaxy, was in reality a Sith Lord who crafted the destruction of the Jedi Order, and sought to replace the Galactic Republic with a new and more powerful regime.
During his rise to power in the waning days of the Old Republic, some Senators became alarmed at the centralization of power in Palpatine’s hands. With his Sector Governance Decree, issued shortly before the end of the Clone Wars, Palpatine was able to render the Senate virtually powerless. He was given the power to personally appoint governors to rule various regions of the galaxy; while they were nominally subordinate to the Senate, in reality, they answered only to Palpatine himself. Since Palpatine could personally appoint them, he would fill the positions with only the most loyal men.
As shown in the novelization for Revenge of the Sith, in response to the decree, nearly two thousand Senators, including influential Senators such as Bail Organa, Mon Mothma and Padmé Amidala, issued a petition requesting that Palpatine restore the Senate to power.(although in the deleted scenes of the DVD Revenge of the Sith, we do see the senators thinking about the rebellion). Palpatine not only ignored the request, but would eventually order the arrest of many of the signatories, denouncing them as traitors. Those who were not arrested were forced to openly support Palpatine’s policies; however, these Senators were able to begin covertly plotting against Palpatine and the new Galactic Empire. That event, as well as the Great Jedi Purge–the near-elimination of the Old Jedi Order (as orchestrated by Darth Sidious and Anakin Skywalker–who by that time had become Darth Vader) that followed–helped set the stage for the Civil War.
The Galactic Civil War arguably began with the issuing of Order 66 and the start of the Great Jedi Purge, although it is not clear that there was any significant organised armed resistance to the rule of the Empire until the signing of the Corellian Treaty by former Republic senators Mon Mothma, Bail Organa and Garm Bel Iblis less than 2 years before the Battle of Yavin, which detailed their grievances against Palpatine, and proclaimed their decision to overthrow him. The war initially began with the Empire in control of most of the galaxy, and in command of a vast military; the Alliance by comparison had few resources and forces, and was consistently defeated in every straight battle in the early years of the war.

The New Republic’s ultimate goal, as founder Mon Mothma said, was “to become the New Republic in fact as well as name.” Unfortunately for the dreams of Mothma and the Alliance, the institution quickly fell afoul of political infighting of the likes seen in the waning days of the Old Republic. The central government was swiftly rendered impotent. The quote at the beginning of this article is telling: the Galactic Empire (and the Old Republic before it) could boast one million member worlds, combined with colonies, protectorates and governorships both precursor governments controlled (to one extent or another) fifty million systems. It is rather clear that the system and sector governments had quite firmly rejected the New Republic’s leadership by the time of The Black Fleet Crisis because of its lack of true leadership and resourcefulness (which is where that quote dated to).
Furthermore, the New Republic Senate, fearing the federal consolidation of power that the Imperial Starfleet permitted, badly underfunded the New Republic Defence Force for many years. The situation reached critical levels in the Black Fleet Crisis where the entire NRDF had mere thousands of warships (as opposed to the millions of the Empire). It was not until some years after the peace treaty with the Imperial Remnant, the Senate finally authorized increased defense expenditure. Sensing weakness, the Yuuzhan Vong began their long-planned extragalactic invasion with nearly disastrous consequences.
Political infighting and weak leadership led the New Republic to a great number of defeats in the war and that government would not long survive the fall of Coruscant. Some time after the Yuuzhan Vong capture of Coruscant, it completely reorganized into the Galactic Federation of Free Alliances, or the Galactic Alliance for short, following its alliance with the Imperial Remnant and also, to an extent, with the Chiss, an insular civilization from the Unknown Regions on the edge of the galaxy.
3.Solo had some trouble adjusting to life after the Battle of Endor. He nonetheless aided the fledgling Alliance of Free Planets by visiting worlds, petitioning them for membership in the Galactic Congress, an important meeting that would determine the future of galactic government. As the New Republic emerged, Solo continued to be an important contact in the smuggler community, even though many had thought he had gone “respectable” and was no longer one of them.
