You get into space battles by “colliding” with the enemy ship on the map. Just attack the same planet that the other ship is hovering over and it should automatically launch a space battle.
As for the Hero characters, you can’t have them in the space battles.

You have to buy the hero/leader ability for 800 points in every single galactic conquest game. In campaign it only happens on certain missions. Space battles happen in instant action (space________) maps. Sometimes in campaign.
